It seems to me that it may be possible that the disk is managed, or it may be because of your optical drive. Now, I do realize that you already said that you tried it on your laptop and on your PC... However, it may be the fact that it is not the case, and that it is just a software issue, for the moment we know very little.
You should let us know what operative system you have on your PC and what operative system you have on your laptop, and yes - please to tell what is the exact error message. Actually, that is what you would always need to do when asking for help in a forum, to give give as much details as you can - which would include your system information, and what you're trying to do, and where does it go wrong. Just a friendly advice, of course - to get the reply more quickly, and to spare the time of others as well.
