Excellent. This is the most challenging economic scenario I've played. At first I thought it was impossible, but that only forced me to think more creatively. The ultimate solution requires manipulation of economic factors in stages.

Recent downloads of this map appear not to open properly in SH. Something seems to have happened to the file.
Does anyone out there have a working copy of this Penesey map that they downloaded a year or two ago? If so please email it to me. If it works I will replace the map file in the database.
